a) BLAINE FEUERSTEIN – application for Variance to the Zoning Ordinance. The applicant is asking for a variance to the fence regulation to allow a 6’ fence to the front of the property that fronts Victoria Street where the maximum fence height is 4’ therefore, the applicant is asking for a 2’ variance to the fence height. The property is located at 120 Victoria St. and extends to Kellar St., Parcel #137L-0-35-154.000, described as Lot 1, Plat of Morreale, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-1 Single Family District. P&Z recommended approval 5-0

b) ELIZABETH QUINLAN GIBSON – application for a Variance to the Zoning Ordinance. The applicant’s intention is to construct a new residence. The applicant is asking for a 3’6” variance to the rear yard, therefore, the applicant is asking for 16’6” setback to the rear yard. The applicant is also asking for a 5’ variance to the side yard, therefore, the applicant is asking for 3’ setback to the side yard. The property is located at 123 Carroll Avenue and described as Lot 11A, Carroll Subdivision, Bay St. Louis, Hancock County, Mississippi, Parcel#149F-0-29-100.000 and is zoned R-1 Single Family Residential. P&Z recommended approval 5-0. No HPC Approval

c) EDMOND MEYER – application for Variance to the Zoning Ordinance. The applicants’ intention is to construct a carport to the side of the residence. The applicant is asking for 4.83’ variance to the side yard setback, therefore the applicant is asking for a 3.17’ setback to the side yard. The property is located at 114 Washington St., Parcel #149P-0-30-020.000, described as Lot 331, 3rd Ward, Bay St. Louis, Hancock County, Mississippi. This property is zoned R-1, Single Family District. P&Z recommended approval 5-0. Approval by HPC

d) PHILIP WILLIAMS – application for Variance to the Zoning Ordinance. The applicants’ intention is to construct a deck to the front of the business. The applicant is asking for a 6’ variance to the front yard setback, therefore the applicant is asking for a 19’ setback to the front yard. The property is located at 514 Old Spanish Trail, Parcel #137J-0-44-113.000, described as 3rd Ward, Lot 196A, Corner, Bay St. Louis, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-2, Two Family District which requires a 25’ front yard, 8’ side yard and 20’ rear yard. P&Z recommended Denial 3-2 – (No record of having approval by HPC)

e) MEMORIAL HOSPITAL OF GULFPORT – application for Variance to the Zoning Ordinance. The applicant is asking for a variance to the sign ordinance for an off-premise ground sign and setback requirements for a sign that is already constructed and in place. The requirements for a ground sign in this district are a minimum setback of 10’ from the property line facing the street, and a maximum size of 180 sq.ft. with a maximum height of 32’. The current setback for the sign in place is 5’ from the property line fronting on both streets, therefore the total variance needed to the setback requirement is 5’.The proposed sign is 42.6’ W x 9’ H and will not exceed the size and height restrictions for a ground sign for a C-3 District. The property is located at the corner of Hwy. 90 and 837 Thames St., Parcel #137G-0-25-025.000, described as Part J. Bouquie Claim, Bay St. Louis, Hancock County, Mississippi. The property is zoned C-3, Highway Commercial District. P&Z denied 3-1.

f) BAY/WAVELAND SCHOOL DISTRICT – application for a Variance to the Zoning Ordinance. The applicant is asking for a variance to the sign ordinance. The applicant is asking to allow a ground sign that will be placed on the corner of DeMontluzin Ave. and North Second St. The applicant is asking for a 25.50 sq. ft. variance to the maximum square footage. The applicant is asking for a 5’ variance to the setback for both the corner of DeMontluzin Avenue and North Second Street. The required setback is 10’. The property is located at 200 North Second St., parcel #149F-0-29-270.000, described as Block 6, Perkins Subdivison, Bay St. Louis, Hancock County, Mississippi. This property is zoned C-1, Central Business District. P&Z recommended approval 5-0 with the stipulation that close attention be paid to ensure the line of sight for traffic is not obstructed. City Council tabled at meeting on July 8, 2014.

g) THE CITY OF BAY ST. LOUIS is requesting the following text amendment to the Zoning Ordinance. The reason for the amendment is there is a change in conditions and it is in the public interest and is necessary to facilitate accuracy and proper interpretation. The proposed amendment does not involve changing the classification of land. 302.123 RECREATIONAL VEHICLE: A vehicular type unit primarily designed as temporary living quarters for recreation, camping, or travel use, which either has its own motor power or is mounted on or drawn by another vehicle. Examples include travel trailers, camping trailers and motor homes. No recreational vehicle shall be used as a dwelling. Recreational vehicles shall only be allowed for recreation and camping in a designated Recreational Vehicle Park. A recreational vehicle is only allowed to be stored on a parcel of land where there is a primary dwelling present. P&Z Approved 5-0 and City Council tabled at meeting on July 8, 2014.
