APPLICATIONS:

MONICA FROIS & EVE MASINTER – application for Variance to the Zoning Ordinance. The applicant’s intentions are to construct a garage on an existing slab located that is located to the rear of the property. The owners have indicated that the slab was used previously for a garage. Therefore the applicant’s are asking for a 2’ variance to the rear yard for a 3’ setback to the rear yard for an accessory structure where a 5’ setback is required. The property is located at 200 Carroll Ave. Parcel #149F-0-29-134.000, described as Lot Part 19A, Carroll Subdivision, Bay St. Louis, Hancock County, Mississippi. The property lies in an R-2, Two Family District.

SHEILA RISO – application for Special Exception to the Zoning Ordinance. The owner is asking for a special exception to zoning ordinance to allow a Bed and Breakfast establishment on this parcel of land. At this time, the property consists of a primary structure and an accessory structure located at the rear of the property. The owner is asking to use the primary residence to house herself along with (2) two guest rooms. The owner is also asking to use the accessory structure as a cottage which would house (2) guest rooms. A total of (4) four guest rooms would be used for the Bed and Breakfast establishment. The owner will meet the required (7) seven parking spaces for a bed and breakfast use at this location. The property in question is located at 420 Carroll Avenue. Parcel #149E-0-29-093.000, described as All of Lot 59 & Pt. 60-A, Carroll Subdivision, Bay St. Louis, Hancock County, Mississippi. The property lies in an R-2, Two Family District.

THOMAS STOLZ – application for Variance to the Zoning Ordinance. The applicant’s intention is to construct a single family residence on this parcel of land. The applicant is asking for an 11’ variance to the rear yard for a 9’ rear yard setback. The property in question is located at 334 St. John St. Parcel #149M-1-29-003.000., described as Part 143, 2nd Ward, Bay St. Louis, Hancock County, Mississippi. The property lies in an R-2, Two Family District which requires a 25’ front yard, 8’ side yard and 20’ rear yard.

TERRY STOLZ – application for Special Subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant would like to subdivide this parcel of land into 2 new parcels of land. Parcel A and Parcel B will both need an 11.50’ variance to minimum lot width and both parcels will need 3,700 sq. ft. variances to the minimum square footage. The applicant has delineated a 15’ ingress/egress easement on the survey dated 4/28/2015. The property in question is located at 336 St. John St. Parcel #149E-0-29-370.000., described as Lot 96 & Lot 97A, Bay St. Louis, 127 ft. x 123 ft. Bay St. Louis. Hancock County, Mississippi. The property lies in an R-2, Two Family District which requires a minimum lot width of 75 feet and a total minimum lot area of 10,500 square feet.

KERRY & AMY CORR – application for Variance to the Zoning Ordinance. The applicants are asking for a side yard variance to a detached carport which construction has started. The applicants are asking for a 3.7’ variance to the side yard for a 1.3’ setback to the side yard which the required minimum side yard is 5’. The property in question is located at 418 Carroll Avenue. Parcel #149E-0-29-092.001., described as Part 19A, Carroll Subdivision, Bay St. Louis, Hancock County, Mississippi. The property lies in an R-2, Two Family District.

AARON DIRKS – application for Special Subdivision Plat Approval and Variance to the Zoning Ordinance. The owner would like to change the configuration of the current three (3) parcels of land into four (4) new parcels of land. Parcels A, B, C and D will meet the required minimum 15,000 sq. ft. Parcels A, B and D will meet the required minimum 100’ lot width. The applicant is asking for a 64.57’ variance to the minimum lot width for a proposed minimum lot width of 35.43’ for Parcel C. The property in question is located approximately S.W. to the corner of Ramoneda Street and S. Beach Blvd. and extends approximately 350’ to the N.E. corner of S. Beach Blvd. Parcel 1 #149N-0-30-238.000, described as Part Lot 214, 4th Ward, Parcel 2 #149N-0-31-241.000, described as Part Lot 1 & 2, Armanda Subdivision, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-4, Residential Beach Front District which requires a minimum of 100’ lot width and a total square footage of 15,000 sq. ft.

CITY OF BAY ST LOUIS- requests a public hearing for public comment and the recommendation of the Planning and Zoning Commission for the Ordinance for short term vacation rental properties.

CITY OF BAY ST. LOUIS is requesting the following text amendments to the Zoning Ordinance. The reason for the amendment is there is changing conditions in a particular area, or in the city, or in the regional area generally, in which an amendment to the Ordinance is in the public interest and is necessary and is desirable. The proposed amendments do not involve changing the classification of land and is necessary to facilitate accuracy and proper interpretation. THE CITY OF BAY ST. LOUIS – is asking to amend the text to the “Chart of Uses” and the definition for “Bed and Breakfast”:

1. BICYCLE (sales, rental, repair, etc.)
2. GOLF CART/SCOOTER
3. Definition; Section 302.11 “ BED AND BREAKFAST”

This definition does not include hotels, restaurants, cafes, or any other activities that involve sales or services to non-registered guest.”
