P&Z agenda: variances, zoning map amendment

Here’s the agenda for Tuesday’s (Oct. 27) Planning & Zoning meeting. Start time is 5:30 p.m. Key points are highlighted. Besides the usual requests for variances, there is one application by Louis Maumus requesting an amendment to the zoning map for a Planned Unit Development on Third Street.

And in case you missed it last week, the City Council sided with the P&Z decision  to deny Kevin McKay’s application for variances at Toulme Street near the duck pond.

 APPLICATIONS:

KENNETH CAMERON – an application for a Variance to the Zoning Ordinance. The applicant would like to add an addition to the front of his residence. The applicant is asking for a 5’ setback to the front yard which requires a 25’ minimum setback. The applicant is also asking for a 3’ variance to the west side yard which requires a 8’ minimum setback. The property is located at 4089 Second St., Parcel #138F-0-28-283.000, described as Lot 16, Block 2-A, Shoreline Park, Unit 2. The property is zoned R-2, Two Family District, Bay St. Louis, Hancock County, Mississippi.

MARLIN SUTHERLINapplication for Variance to the Zoning Ordinance. The applicant is asking to construct a detached carport to the rear of the property. The applicant is asking for a 1’ setback to the side yard where a 5’ setback is required; therefore, the applicant is asking for a 4’ variance to the side yard. The property is located at 306 Main St., Parcel #149F-0-29-333.000, described 2nd Ward, Lot 36, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-3, Multi Family District.

KATHY HALL – application for Variance to the Zoning Ordinance. The applicant is asking for a variance to the fence regulation to allow a 6’ high fence to the front yard where the maximum fence height is 4’; therefore the applicant is asking for a 2’ variance to the fence height. The applicant is also asking for a 5’ setback to the front yard where a 25’ setback is required; therefore, the applicant is asking for a 20’ variance to the front yard setback requirement. The property is located at 304 St. Charles St., Parcel #137K-1-44-109.000, described 9 Shieldsboro Phase 1, Bay St. Louis, Hancock County, Mississippi. The property is in an R-2; Two-Family District which requires a 25 foot front yard setback.

BRETT LADNER –  application for a Variance to the Zoning Ordinance. The applicant is asking to construct an accessory structure which will be greater than fifty (50) percent of floor area of the principal structure. The existing principal structure consists of 816 sq. ft. of floor area. The new accessory structure will consist of 624 sq. ft. of floor area. The difference in floor area of the principal structure and the accessory structure is (76%) seventy six percent. A (26%) twenty six percent variance to the floor area will be needed to allow an accessory structure to be greater than fifty (50%) percent floor area of the principal structure. The property is located at 1170 Hwy. 90 and is identified as Quality Custom Carts., Parcel #137F-2-26-037.000, described Part J. Bouquie Claim143, Section 26-8-14, Bay St. Louis, Hancock County, Mississippi. The property is zoned C-3, Highway Commercial District.

M. J. KRANKEYVariance to the Zoning Ordinance. The applicant is asking for a side yard variance to a detached carport which is currently in place on the property. The applicant is asking for a 1’ setback to the side yard which requires a 5’ minimum setback, therefore; the applicant is asking for a 4’ variance to the side yard. The property is located at 107 Francisco Court. The property is zoned R-1, Single Family District, Parcel #137Q-0-44-083.000, described as Lot 15, Block 3, Spanish Acres Subdivision, Bay St. Louis, Hancock County, Mississippi.

REGAN KANE AND MATT ROSENDAHL – application for Variance to the Zoning Ordinance. The applicant’s intentions are to build a residence on this parcel of land.  The residence will be fronting on Dunbar Ave. The applicants will need a 17’ variance to the front yard fronting on State St. The property is located at 200 Dunbar Ave. and lies on the corner of Dunbar Ave. and State St., Parcel #149e-0-29-239.000, described as 470-A, 1st Ward, and Parcel #149E-0-29-183.000, described 165 thru 167, Cazeneuve & Bordages Subdivision, Bay St. Louis, Hancock County, Mississippi. REGAN KANE AND MATT ROSENDAHL – application for Variance to the Zoning Ordinance. The applicant’s intentions are to build a residence on this parcel of land. The residence will be fronting on Dunbar Ave. The applicants will need a 17’ variance to the front yard fronting on Demontluzin St. The property is located at 204 Dunbar Ave. and lies on the corner of Dunbar Ave. and Demontluzin St., Parcel #149E-0-29-183.000, described 165 thru 167, Cazeneuve & Bordages Subdivision, Bay St. Louis, Hancock County, Mississippi. MICHAEL BRANDNER – application for Special Subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant would like to subdivide the parcel of land into (2) two new parcels of land. Parcel A and Parcel B will need a 6,773 sq. ft. variance to the minimum square footage for the proposed 5,277sq.ft. and a  50’variance to the minimum lot width. The property is located at 103 Harrison Rd., Parcel #136L-0-37-085.000, described Lot 42 &43, Block A, Jourdan River Isles Subdivision, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-1, Single Family District that requires a minimum lot width of 100 feet and minimum lot area of 12,000 square feet.

LOUIS MAUMUS – application for a proposed amendment to the official zoning map. Mr. Louis Maumus is requesting an amendment to the zoning map for a Planned Unit Development.  The reason for this amendment is there is change in conditions in the general area and there is an increase need for residential development. In addition, a planned unit development may be permitted in any district after an amendment to the official zoning map.  The property in question is located at 630 Third Street. Parcel #137R-0-36-074.000, described 4th Ward, Lot 218 A, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-1, Single Family District.

RANDY J. PERSICA – application for Special Subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant would like to change the configuration of two (2) existing parcels of land into (2) two new parcels of land. Parcel A and Parcel B will need a 4,159 sq. ft. variance to the minimum square footage for the proposed 7,841 sq. ft. as well as a 25’variance to the minimum lot width for the proposed 75’ minimum lot width. The property is located at 97 Harrison Rd., parcel #136L-0-37-084.000, described as Lot 41, Block A, Jourdan River Isles Subdivision and parcel #136L-0-37-083.001, described as Lot 39 & 40, Block A, Jourdan River Isles Subdivision, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-1, Single Family District that requires a minimum lot width of 100’ and minimum lot area of 12,000 sq. ft.

DELTA COLLEY application for Variance to the Zoning Ordinance.The applicant’s intention is to build a residence on this parcel of land.  The applicant is asking for a 3’ variance to the east side yard and a 3’ variance to the west side yard for a proposed 5’ setback on both sides. The property in question is located at 217 Citizen St., Parcel #149N-0-30-021.000, described as 3rd Ward, Lot 379, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-2, Two Family District which requires a minimum 25’ front yard, minimum 8’ side yard and a minimum 20’ rear yard setback.

CLD INVESTMENTS, LLC application for Variance to the Zoning Ordinance. The applicant’s intentions are to build a residence on this parcel of land.  The applicants are asking for a 8’ variance to the east side yard for a proposed 0’ setback to the east side yard and a 4’6” variance to the west side yard for a proposed 3’6” setback to the west side yard. The property is located at 209 Bay Oaks Dr., Parcel #161A-1-01-014.000, described as Lot 12, Block 3, Bay Oaks Subdivision, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-1, Single Family District which requires a minimum 25’ front yard, minimum 8’ side yard and a minimum 20’ rear yard setback.

DR. BARBARA COATNEY, Ed. D. – application for a Special Exception to the Zoning Ordinance and a Variance to the Zoning Ordinance. The applicant is asking for a Special Exception to be allowed to build an Educational Day Care Center for Children on this parcel of land. The applicant stated there will be 8 full time employees and 2 part time employees. The building will consist of approximately 3000 sq. ft. of floor area. The required parking needed for the child care center is thirteen (13) parking spaces. According to the plot plan, a total of six (6) parking spaces will be provided therefore, the applicant will need a variance to the off street parking regulations of seven (7) parking spaces. The applicant is also asking for a 17’ variance to the front yard setback for the proposed front yard setback is 8’. The required front yard setback is 25’. The required front yard setback for an R-1 District is 25’. The property in question is located at 530 Bookter Street and the corner of St. Francis Street. The property is zoned R-1, Single Family District, Parcel #137J-0-45-004.000, described 3rd  Ward, Lot 33, Bay St. Louis, Hancock County, Mississippi. The property is zoned R-1, Single Family District.
