P&Z recap: yes to houses; restaurant must come back

Here’s the upshot from the March 29 Planning & Zoning meeting. Approved applications will be on the April 5 City Council agenda for final OK.

Most time was spent on Melvin Barnes’ application to put a restaurant on the property near the foot of the Bay Bridge. Proponents said the area was a vibrant retail hub with 8 businesses before Katrina. Many concerns expressed by neighbors about parking, noise, privacy, pests, dumpsters, property values and wafting smells. After a typo was discovered, the application was withdrawn. It will have to be readvertised before it can come back to P & Z for another go.

APPLICATIONS:

CHARLES LOESCHER – application for Special Subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant is asking to change this parcel of land into (2) two new parcels of land. The newly created parcels of land fronting on North Beach Boulevard will meet the 15,000 sf of lot area. If the subdivision of land is granted, the two new parcels will need variances to lot width. Parcel A will need a total variance of 12.62’ and Parcel B will need a total variance of 7.38’. The property is located at 1502 North Beach Boulevard; Parcel #136H-1-37-033.000, described as Lot 3-4. Block 2, Cedar Ridge Subdivision. The property lies in an R-1, Residential Single Family District. APPROVED 6-1. Weber voted no.

ADOLPH & ELIZABETH LOPEZ – application for Variance to the Zoning Ordinance. The applicants are intending to build an addition to the east side of the residence. They will need a total variance of 3’ to the side yard setback . The property is located at 240 Bay Oaks Drive; Parcel # 161B-1-01-006.000, described as Lots 37 & 39, Block 3, Bay Oaks Subdivision. The property is zoned R-1, Single Family District. APPROVED 7-0.

GLEN R. STRONG – application for Variance to the Zoning Ordinance. The applicant intends to construct a single family residence on this parcel of land. The residence will front on Ballentine Street. The applicant will need a total variance of 15’ to the front yard fronting on Hancock Street. The property is located at 126 Ballentine Street and intersects on the corner of Hancock Street; Parcel # 149N-0-30-119.000, described as 4th Ward, Lot 94 and Part 96B, Bay St. Louis. The property is zones R-1, Single Family District. APPROVED 7-0.

DENISE A. BERGERON – application for Variance to the Zoning Ordinance. The applicant is intending to build a single family dwelling and a detached garage on this parcel. The owner will need for the residence a variance of 3’ for the side yard setback; for the garage a variance of 2’ for the side yard setback and a variance of 2’ for the rear yard setback. The property is located at 113 Ballentine Street; Parcel # 149N-0-30-059.000, described as 4th Ward, Lot 14E, Bay St. Louis. The property lies in an R-1, Residential Single Family District. APPROVED 7-0.

MELVIN BARNES JR.– application for a Variance to the Zoning Ordinance. The applicant is intending to construct a commercial establishment which will be used as a restaurant on this parcel of land. The applicant is asking for a total variance of 0’ to the front yard setback. They are also asking for a variance to the fence regulations to allow a 4’ fence within 20’ of the intersection. The property is located at 101 Highway 90 and the intersection of North Beach Boulevard, Parcel # 149C-0-20-089.000, described as Part 1-3, Block 1, Beach Park Subdivision.
