a) KEVIN JORDAN – Application for Amendment to the Zoning Ordinance. The applicant is requesting a text amendment to the 2010 Zoning Ordinance to amend the Chart of Uses to allow “by right” a studio in a C-2, Neighborhood “Commercial District, Where currently a studio may be allowed by Special Exception. According to Section 621, CHART OF USES FOR A LL ZONING DISTRICTS, “Studio for professional work of teaching of fine arts” is currently allowed by “Special Exception” in a C-2 District with approval of City Council. According to Article XIV, AMENDMENTS, 1401.3 AMENDMENT POLICY, the applicant has indicated on his application the reason for the amendment is (B) Change in Conditions and (C) Increase for Need in Sites. The applicant is Kevin Jordan, 134 Sycamore Street, Bay Saint Louis, MS. Recommend denial 3/1 (Manieri)
b) DAVID BARIA – Application for a Variance to the Zoning Ordinance. The applicant is asking for a variance to the sign ordinance to allow four (4) wall/attached signs to be placed on a commercial building where one (1) wall/attached sign is allowed. The property in question is located at 153 Main Street; Parcel #149L-0-29-021.000, described as 1st Ward, Lot 527A, Bay Saint Louis. The property is zoned C-1, Central Business District. Recommend approval 5/0
c) MCDONALD INVESTMENTS L.L.C. – Application for Preliminary Subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant would like to subdivide three (3) parcels of land into seventeen (17) new parcels of land. If the subdivision of property is granted, the newly created parcels of land will need variances to minimum lot width, minimum square footage, and to front yard setbacks. d) GERARD MALLON – Application for a Special Exception to the Zoning Ordinance. The applicant is intending to manufacture hydroponics/aquaponics and including the manufacturing of soft shell crabs. According to the Chart of Uses, ‘Light or small-scale manufacturing operations not obnoxious, offensive, or detrimental to neighboring property by reason of dust, smoke, odor, vibrations, noise, or effluents” may be allowed by Special Exception in a I-2 District.
