4. Planning and Zoning

a) SAMUEL RILEY WOODHAM, JR. AND JAMI LYNN WOODHAM – Application for Variance to the Zoning Ordinance. The applicant’s intentions are to build a single family structure on this parcel of land. The owner will need a total variance to the side yard setback of 3’ where the required side yard setback is 8’, and a total variance to the rear yard setback of 8’ where the required rear yard setback is 20’. The property in question is located at 942 South Beach Boulevard; Parcel #149N-0-30-238.000, described as Part of Lot 214, 4th Ward, Bay Saint Louis. The property lies in an R-4, Beach Front Residential District. Applicant withdrew.

b) MR. JOHN KOMIDOR – Application for Variance to the Zoning Ordinance. The applicant’s intention is to build a single family residence on the property. The applicant will need a total variance to the front yard setback of 25’ where the required front yard setback is 50’; and a total variance to the side yard setback of .7’, where the required side yard setback is 8’. The property in question is located at 1526 North Beach Boulevard; Parcel #136H-2-37-001.000, described as 2D, Rear First Ward, Bay Saint Louis. The property lies in an R-1 District. c) MR. BILLY D. CONNER, JR. – Application for Special Exception to the Zoning Ordinance. The applicant is asking for a special exception to allow a lounge at the property. According to SECTION 621, CHART OF USES FOR ALL ZONING DISTRICTS, “Bars, Taverns, Nightclubs & Lounges” may be allowed by Special Exception in a C-2 District. The applicant had stated that the building will be used as a café during the day, and a lounge with entertainment in the evening hours. The property in question is located at 136 Blaize Avenue; Parcel # 149M-2-30-008.000, described as Part 47-49 & 50, 3rd Ward, Bay Saint Louis. The property is zoned C-2, Neighborhood Commercial District. Recommended denial 5/0

d) MR. IRVIN S. KINGSTON – Application for Special subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant is asking to subdivide the parcel into two (2) new parcels of land. If granted the parcel identified as “Parcel B” will meet all requirements set forth for subdivision of property. “Parcel A” will need a total variance to the minimum lot width of 34.98’ where the required minimum lot width is 100’, and a total variance to the minimum square footage to lot area of 3,496sf where the required minimum square footage to lot area is 12,000sf. The property in question is located on the corner of South Necaise Avenue and the 300 Block of Keller Street; Parcel 149M-1-30-080.000, described as Lot 46, 3rd Ward, Bay Saint Louis. e) WL HOLDINGS OF MISS, L.L.C. – Application for Preliminary Subdivision Plat Approval and Variance to the Zoning Ordinance. The representing agent is Mr. Randy Varuso. The applicant would like to subdivide this parcel of land into twenty three (23) new parcels of land. If the subdivision of property is granted, the newly created parcels of land will need variances to front, side, and rear yard setbacks, variances to the minimum lot area, and variances to the minimum lot coverage. The property in question lies mid block of Dunbar Avenue; between Genin Street and DeMontluzin Avenue; Parcel # 149E-0-29-159.001, described as Lot 363, First Ward, Bay Saint Louis.
