Bay Council recap

Here’s how the council voted yesterday on the Planning & Zoning recommendations:

a) MR. RICHARD MESTAYER & MR. BRADFORD FRISCHERTZ – Application for Variance to the Zoning Ordinance. The applicants’ intentions are to build a single family residence. The applicants will need a variance to the front yard setback fronting on North Beach Boulevard. The total variance needed to the front yard setback is 5’, resulting in a proposed front yard setback of 45’. The property is located at 1224 North Beach Boulevard; Parcel #144L-0-19-031.000, described as 1st Ward, Part 37A & 39A, Bay St. Louis. The property lies in an R-1, Single Family District. Recommend approval 4/0. Council voted 7-0 to approve with stipulation regarding one oak tree not shown on the plan.

b) CHRIS AND JULIE COWART – Application for Variance to the Zoning Ordinance. The applicants are asking for a variance to the fence regulation to allow a 7’ fence in height to the east side yard of the property where the maximum fence height is 6’. Therefore, the applicants are asking for a 1’ variance to the fence height. The applicant will meet the required 25’ setback yard requirement. The property is located at 303 Felicity Street; Parcel #136R-0-38-072.000, described at Lot 2, Block 7, Hancock Heights Section. The property is zoned R-1, Single Family District. Recommend approval 4/0. Council voted 7-0 to approve.

c) MR. WILLIAM MORRISON – Application for Variance to the Zoning Ordinance. The applicant is asking to install a 6’ in height wood fence on the property line that will front on State Street, which State Street is considered the rear yard of the property. Therefore, the applicant is asking for a 2ft variance to the fence height fronting on State Street, to allow a 6’ in height fence. The applicant is also asking for a 0’ setback to the front yard property line fronting on State Street, to allow a 6’ in height fence. The applicant is therefore asking for a 25’ variance to the front yard setback fronting on State Street. The property is located at 321 Main Street and extends to the 300 block of State Street; Parcel #149F-0-29-327.000, described as Lot 543, Part 542, 1st Ward, Bay St. Louis. The property is zoned R-2, Two Family District. Recommend approval 4/0. Council voted 7-0 to approve.

d) MARTHA R HUNT – Application for Special Subdivision Plat Approval and Variance to the Zoning Ordinance. The applicant would like to change the configuration of the two parcels of land into two new parcels of land indentified on the official survey as “Parcel A” and “Parcel B”. If the subdivision of property is granted, Parcel A will need a variance to the lot width, the square footage, the side yard setback, and a variance to the rear yard setback. Parcel B will need a variance to the lot width and variance to the square footage. The property in question is located at 346 DeMontluzin Ave, Parcel#149E-0-29-207.000, described as lot 26 & 27, Block 5, Perkins Subdivision, and Parcel #149E-0-29-208.000, described as Lot 468A, 1st Ward, Bay St Louis. The property is zoned R-2, Two Family District. Recommend approval 4/0. Council voted 7-0 to approve with stipulation.

e) ZONING ORDINANCE – 2017 Zoning Ordinance Review and to discuss the process of adoption. Recommend approval of Ordinance and Map as adopted by City Council 4/0. Recommend Public Hearing for Ordinance on July 25, 2017, 4/0. The ordinance is online.

The Council also agreed to cut off additions to their meeting agenda at noon on the Friday before their regular meeting unless there is an emergency. And anyone who wants to speak on agenda items only during the public forum will have to sign in before the meeting and limit their comments to 3 minutes. The rules can be suspended if need be. Good ideas all.
